Ubuntu already packaged this version (look at http://higgs.djpig.de/ubuntu/www/changelogs/pool/main/g/gnome-cups-manager/gnome-cups-manager_0.30-0ubuntu2/changelog ) I think ubuntu packages could help you to make package of new version for debian unstable.
