 Yes, and they still are:
drwxr-xr-x 2 root root 4096 2006-12-06 10:00 centos4.d
-rw-r-xr-x 1 root root 3655 2006-12-04 16:06 common.sh
lrwxrwxrwx 1 root root    8 2006-11-20 11:10 dapper.d -> ubuntu.d
drwxr-xr-x 2 root root 4096 2006-12-06 10:00 debian.d
lrwxrwxrwx 1 root root    8 2006-11-20 11:10 edgy.d -> ubuntu.d
lrwxrwxrwx 1 root root    8 2006-12-06 10:00 etch.d -> debian.d
drwxr-xr-x 2 root root 4096 2006-12-06 10:00 fedora.d
drwxr-xr-x 2 root root 4096 2006-12-06 10:00 gentoo.d
lrwxrwxrwx 1 root root    8 2006-12-06 10:00 sarge.d -> debian.d
lrwxrwxrwx 1 root root    8 2006-12-06 10:00 sid.d -> debian.d
lrwxrwxrwx 1 root root    8 2006-12-06 10:00 stentz.d -> fedora.d
drwxr-xr-x 2 root root 4096 2006-12-06 10:00 ubuntu.d

 This is a dpkg "feature": you can not upgrade from a packages shipping
 symlinks to one shipping directories and vice-versa.
