Package: dpkg-dev
Version: 1.13.24
Severity: normal

When dpkg-buildpackage is started without -d, it checks if the build
dependencies of the package are satisfied. However, it does not
complain in build-essential is not installed. It should, since no
package needs to build-depend on that.
