The relevant part of configure.in looks like this:

My *guess* is that the buildd server for s390 has no /etc/mtab or /etc/mtab
might be a symlink.
So maybe a fix could be to use -e instead of -f in the above test case.
However, i'll ask this

Do you by any chance have the possibility to recompile net-snmp on s390 and
check if the crash
disappears when configure finds the correct mount table location?
