I am quite confused, as this sounds exactly like the problem described
in #348893 to me.

Did you make sure the /FrontEnd/X11/Dynamic = false change stays?  As
scim would rewrite the configuration file when it exits, you want to
change this setting without scim running.  Also, did you make sure to be
using the English/European input method instead of the English/Keyboard
one?
