I think I was wrong.
My setup.cache had
AWK='/usr/bin/gawk'
in it. That's why I thought it might have been written there by faxsetup.
I looked into the faxsetup script and it seems to always write the
default value into setup.cache.
Probably I modified this manually in some older version to work around a
bug in an AWK scipt.
When I manually modified setup.cache it is not a bug if I have to edit
this file again after some changes to the system.
So you can see my proposal as a change request (wishlist).
