I am reluctant and conservative maintainer. My position is I maintain this package for debian-reference. Anyone who is creating document should think XML where encoding is UTF-8 and easy. The problem is I included other languages which did not support traditional encodings by including files in /usr/share/perl5/DebianDoc_SGML/Locale to support by UTF-8. But lt_LT.ISO8859-13 exists already. Maybe we can have both. Please tell me. I do not know. Even if it worked fot Ukranian characters in UTF-8, this looks very distorted fix since this *.dcl is for ISO8859 chracter set. I know it looks OK but I am not sure enough to include this structural change right before release. Basically, if we use UTF-8, I know that PS and PDF will be broken unless we retool build tools. I included some UTF-8 locales since they did not have Unless someone understand that part of coding, let's try not to extend program since it may break existing codes.
