Looking at it... the problem was:
dvips: ! couldn't open PostScript file
Let's see...
% ls -la maint-guide.ps
-rw-r--r-- 1 djpig debwww 191976 Jun 17 2006 maint-guide.ps
Oh, of course. Frank rebuilt that file once there, but with a bad umask, so
it got left behind. Fixed now.
