I'm not sure why this is an issue if you can turn off the Notification
Area icon.

          application "status" changes, e.g. new mail arrived.
          Applications generally wouldn't do both - i.e. in the

          of unread mails the arrival of a new mail would be indicated
          by the icon blinking and/or a balloon message.

This is besides the fact that gaim is neither a GNOME nor a KDE
application; so while it strives to conform to the applicable HIG, there's
nothing that says gaim absolutely needs to adhere to the HIG.
