Ah, I see it. Unfortunately in order to get there,  have to view a key's
properties, which triggers the download. Also it seems to be a per-key
setting, so I would have to do this for every key in my keyring. Also,
the setting doesn't seem to be stored anywhere: if I unset it, then view
the key's properties a second time it shows up as being set.

I also ran into a practical problem while trying it. If I view the
properties of a key with lots of signatures the interface locks up for a
while... now that I know it's downloading other keys I waited
patiently... after a while it seemed to give up or time out and the
interface became reponsive again. But the treeview that lists the keys
that have signed this key disappeared, along with the 'only display the
signature of people I trust' checkbox! 

Needless  to say, I think this feature needs to be reworked. ;) I don't
really see the use of it at all--since as you say, I would end up with
the entire keyserver database in my keyring...
