AFAICT 269584 has nothing to do with your problem.

Hmm:

1. An upgrade of tetex-base should have upgraded the ltpatch.ltx too.
Although I must say, that the patch above is at a weird location. It
should sit in /usr/share/texmf/tex/latex/base/.

2. That version of tetex-base is quite old meanwhile. Newer versions
should conflict with tetex-bin < 2.99, as these version don't play
together.
