depend on it.  When trying to run svn2cl withough xsltproc installed:

/usr/bin/svn2cl: line 285: xsltproc: command not found
svn: Write error: Broken pipe

subversion-tools Recommends xsltproc, but it should Depend on it if no
xsltproc breaks svn2cl, no?
