The kernel-image-2.6-<arch> transition package must be installed as part
of the base system in order for the dist-upgrade to properly upgrade the
kernel and initial ram packages. Perhaps the base system package list should
be changed to reflect this? Upon installing kernel-image-2.6-686 for Sarge
and then redoing the dist-upgrade, the kernel package was upgraded correctly
and initrd was correctly replaced with initramfs. I also noticed a large
difference in the package removal, upgrade, and hold lists as well. This fix
is extremely critical, IMO.
