It seems that the pdns-recursor initscript's "stop" action fails if pdns- recursor is not running, e.g. if it has been disabled for the current runlevel. In effect, this causes the prerm script fail, e.g. on package upgrades. The initscript should tolerate pdns-recursor not running.
