I am unable to reproduce this error. This is very strange, indeed. I cannot seem to find any reference to that directory in the source code for 1.2, nor in the package. Can you run clamsmtpd from the command line with the option '-d 4' and include the output in another email to this bug report?
This is not a bug in program, this is bug in packaging. The error is produced by dpkg in preconfigure (i think) state.
