I understand what you mean; this behaviour is expected in Debian Etch.

$ cat /etc/default/locale
#  File generated by update-locale
#LANG=ja_JP.UTF-8
tells the default system language is NOT ja_JP.UTF-8.

But as I wrote, the same problem does not happen in Debian 3.1 (sarge).
gdm's login menu is shown in Japanese just like uploaded above
in my another sysyem, though a /etc/default/locale says as
#  File generated by update-locale
#LANG=ja_JP.EUC-JP

After all, a behaviour has changed from Sarge to Etch?
I am not sure so far.
