According to :help usr_45.txt, that's the "correct" behaviour of vim when the terminal is not able to display a given unicode character. Still, if actually you're able to see the file with cat then vim is apparently wrong about your terminal capabilities. Unfortunately I'm not able to reproduce the bug since none of my terminals seem to be able to show the glyph with plain cat. Could you please give us more info about how to see the glyph in a given terminal? (e.g. which fonts we need, which locale, ...).
