Justification: breaks the whole system

After running rcS.d scripts, the boot process halts with:

init: Error while handling control message: Invalid message received

After this no further activity occurs. Pressing Ctrl-Alt-Del causes more of
these messages.

I found that the message occurs when the /etc/event.d/rc-default task issues
'telinit 2'. I placed echo both before and after the statement and the
message was printed between them.

It seems likely that the shutdown program causes the same problem when
invoked in the /etc/event.d/control-alt-delete task (the task causes it and
there is nothing else in the event).

The system information below reflects the faulty configuration -- I send this
message from system brought up via init=/bin/bash.
