He was active when I asked him on IRC.  He asked us to rename the
document, so that anyone who wants to write a free replacement of
bashref can use the original name.

I consider such a rewrite highly unlikely, and to reuse the name of the
non-free document imprudent, but he's the maintainer.

That wouldn't be appropriate, since there is free content in the current
bash-doc, and we shouldn't deprive those users who don't want to install
non-free packages from that.
