I'm very sorry, the problem was a user error. I had "dragged and dropped" the *directory* VIDEO_TS into the K3b DVD project "VIDEO_TS" location, when I should have copied the individual files out of the directory instead.
It is working fine now. I will now go slap myself silly so that I never do that again. My most humble apologies, please close this bugreport. No wonder no one else could repeat the problem...
