ok - and thanks for detailed explanation of the reason behind. If you
are to permit various incompatible versions of svm.h installed then, I
guess, libsvm-dev needs to become libsvm<VERSION>-dev and
libsvm-dev should be simply a dependency package on the most recent
libsvm<VERSION>-dev.
