Check the file permissions on /var/lib/ldap; the files have probably been
changed to be owned by root somewhere along the line, possibly as a
consequence of a database format upgrade?  There shouldn't have been such
an upgrade between 2.3.30-2 and 2.3.30-4, and the debconf settings sent in
your report don't explain this, so I don't know why this would be the case;
and as it doesn't coincide with my experience, I'm downgrading this bug.

The file permissions on /var/lib/ldap are OK. It seems to be a problem with the database, perhaps it has been damaged during the update. After deleting the whole database, I restored it from a ldif backup. Now, slapd works again.
