Let's say it that way:
HAL provides the mechanism, kpowersave the policy.
So, kpowersave decides when to do STD/STR, or what happens on button
events, and the actual execution is done via HAL call outs.

This gives a clear separation between policy and mechanism, which is
good. You are now also free to chose whatever powermanagement backend
you want for hal (there are acpi-support, hibernate, powersaved-10.x)

With kpowersave 0.7.x you can now configure everything from within the
gui instead of editing config files and it works much better with other
solutions like gnome-power-manager (which also uses HAL).

Imo a vast improvement, so stay tuned!
