The bottom of the flac man page says
  The  programs are documented fully by HTML format documentation, available
  in /usr/share/doc/flac/html on Debian GNU/Linux systems.
I have no such directory and see no flac-doc package.

libflac-doc has no files under /usr/share/doc/flac (according to
packagesearch, which I think uses apt-fil) and the description
indicates this only describes the ABI.

The man page alone is a bit cryptic.
