During my work I saw, that dh_installcatalogs creates the /etc/sgml directory (if not existent) for every package it is acted on. So probably dh_installxmlcatalogs shall do the same with /etc/xml. I'm therefor reassigning this package to xml-core, that ships the debhelper script. This would fix the reported package installation failure.
