For whatever reason, the activation button that resides in the panel does not occupy the entire vertical space of the panel (probably because it's a button and not a menu, implying that this might depend on the active theme). As a result, it's not possible to activate gnome-main-menu without more carefully positioning the mouse cursor than would be necessary if the activation button behaved like a menu activator. Note that this doesn't hold true of, say, the traditional GNOME applications menu -- it occupies the entire vertical space provided by the panel, and as a result it's possible to quickly activate it by throwing the mouse into, for example, the upper left corner of the screen and clicking.
