Bug#414871: tar should show seconds in list as it did in 1.15.1

Version: 1.16-2

tar -tzv shows only hours:minutes now in lists. 
It should show hours:minutes:seconds again,
because there may exist (many) custom backup-scripts that rely on this 
behaviour.
This was found in Ubuntu Feisty (and Edgy)
