A "Suggests" should never automatically install a package.
I rather suspect, it is because you chose the "Desktop" task in the
installer and that installs network-manager-gnome by default.
I really want to avoid a debconf question (it would be too late for etch
anyways) because it brings a whole bunch of problems.

@joeyh: is tasksel flexible enough, to only install network-manager if
it detects a wireless interface during installation?
