Interesting. We added debian-storage-policy-ignore-fixed-crypto-drives.fdi in -9 exactly for that reason: To set volume.ignore=true for local crypto devices, like luks containers. Could you please check, if this property is set for your device or not. Please also attache the gzipped lshal output to this bug report.
