        What exactly does it mean? Does it install locales? Does it
 edit my shell init function to set a UTF-8 locale?  Does it run
 recode on all my files? Does it rename every non utf file name?

        The man page seems to be a place holder for the actual man
 page, which should have basic infomation on what one should expect
 this so called wizard to perform.

Feel free to contribute a patch.
