I would like to say that it seems that the content of /etc/apache2/conf.d is for "generic snippets of statements" and the content of /etc/apache2/conf.d/charset is for the "mime" module. It could be put in a new file called /etc/apache2/mods-available/mime.conf. I've seen that now, the configuration for a module is put in a separate file, besides the module loading file. For example, /etc/apache2/mods-available/mime.load could have the file /etc/apache2/mods-available/mime.conf. And moreover, the same applies to the section <IfModule mod_mime.c> .... </IfModule> found in /etc/apache2/apache2.conf.
