This looks to me as a valid upstart documentation bug: It is wrong to assume that initramfs-tools option parsing works always. I have bounced it back to upstart. Thanks anyway for the notice: You are right that there might be a(nother!) bug in yaird too: unknown options are supposed to get ignored. I'll investigate this separately.
