There used to be following note in README.Debian (added in dwww 1.9.14
because of bug#265658):

    <===================================================>

    Using dwww with the APACHE2 web server

   ----------------------------------------

For some unknown reason the apache2 web server

has the CGI support DISABLED by default

Therefore to use dwww you have to enable the

CGI module by giving the following command:

       a2enmod cgi

    +===================================================+

However the note was removed in dwww 1.9.95 because apache2 default
configuration had changed.
Indeed, I've just tested that after removing and reinstalling apache2-*
packages, the CGI support stayed enabled. So I have no idea why you have
it turned off.
