There used to be following note in README.Debian (added in dwww 1.9.14
because of bug#265658):

However the note was removed in dwww 1.9.95 because apache2 default
configuration had changed.
Indeed, I've just tested that after removing and reinstalling apache2-*
packages, the CGI support stayed enabled. So I have no idea why you have
it turned off.
