Package: initramfs-tools

I did an dist-upgrade to etch, now that etch is released, and noticed that
the ramdisk is updated twice for the udev and the initramfs-tools upgrade.
possibly three times, when the kernel is upgraded as well.

This is a less than ideal situation, especially given how long the
initramfs-tools ramdisk generation takes, and it would be better if in some
way there could be a detection that it will have to run multiple times, and
the upgrade be queued for running once only at the end of install.

I don' t know how this is possible, though.
