Starting with version 5.2, Sympa comes with a wrapper for wwsympa.fcgi
that make it for wwsympa.fcgi to run as the 'sympa' user using SuDo. For
compatibility reasons this is not the default Sympa setup but it could
be the default Debian setup.

Sympa only suggests httpd. Since it appears that it only needs
perl-suid for the fcgi part of the installation, it seems that the
dependency on perl-suid could be relaxed to match the httpd one (i.e.,
make it a suggests instead). I might prefer to run sympa under SuExec,
for example, and solve the problem that way.
Long term, this will have to be fixed one way or another, as perl-suid
is and has been deprecated. But for now, relaxing the dependency should
make a start.
