mirror gets updated :

It affects certainly the rest of the mirror, leading to potential 404
errors if a user tries to fetch a package referenced in the Packages.gz
but not yet mirrored by your rsync script.

The last anonftpsync script use the relevant rsync options so that the
update is almost atomic :
<http://www.debian.org/mirrors/anonftpsync>
You can adopt or adapt it.
