Hi,

I just tried to use tulip as a test for a fix in xmltex, since it
Build-Depends on it.  However, it turns out that it is never used, only
html documentation is created (using a custom rule in debian/rules, not
the upstream Makefiles).

But it seems this is not just a superfluous build-dependency, but
there's also an upstream bug: The log says near the end of the configure
run

config.status: creating docs/Makefile
config.status: creating docs/devTeamDoxygen/Makefile
config.status: creating docs/doxygen/Makefile
config.status: creating docs/developerHandbook/Makefile
config.status: creating docs/userHandbook/Makefile

but none of these files is actually created, only the Makefile.am and
Makefile.in are there.
