So, we can reassign this bug to adduser.
(I've just tested it, and it can still be reproduced)

To the adduser maintainers:
In 2001, #105453 was fixed, and files matching *.dpkg-* were not copied
from the /etc/skel directory.
However, files starting by a dot do not match this exclusion.

IMHO, a "! -name '.*.dpkg-*'" should be added to the find command (I don't
know if something better can be done with find).
