Hm, I think if we would document each internal change of a TeX package in NEWS.Debian, we would really clutter it, and the changes which are important for an individual user would still likely get lost. I rather think this should be documented upstream, in something like a pstricks Changelog which would be installed somewhere in texmf/doc/generic/pstricks.
