Maybe it's a wording issue in the mail template.

When I run:
        podebconf-report-po --langs=ca --languageteam

The template contains:

# This mail will be sent to the following people:
# (you can update email addresses, remove a line or add/remove the cross
# between the brackets)
### [*] ca.po: Jordi Mallach <[EMAIL PROTECTED]>, Catalan <[EMAIL PROTECTED]>
### [ ] el.po: Konstantinos Margaritis <[EMAIL PROTECTED]>, Greek <[EMAIL 
PROTECTED]>
### [ ] zh_CN.po: Hiei Xu <[EMAIL PROTECTED]>, Chinese/Simplified <[EMAIL 
PROTECTED]>

Even if el and zh_CN are mentioned, their translators and language teams will
not receive the mail. This still permits to reactivate a language by adding a
'*' between the brackets.

Do you think I should remove the choice to re-enable the languages which were
not selected, or does the wording have to be improved?
