Hi, I found that Inkscape needs the Sketch (Skencil) package to be installed to activate the EPS import option. Without that packages the EPS option isn't listed in the Open/Import menu.
To the pity, the bridge to the pstoedit program doesn't work properly anyway. Trying to open an EPS file Inkscape reports reception of an unexpected result from pstoedit and the temporary SVG file isn't created. In a similar way the drawing of the TeX equation is broken.
