Well, one cannot simply move the entire world into /. Your only solution is
to either not have /usr on NFSv4, or duplicate enough of it onto the root
(under /usr) that you will make it to the mount.

To be a bit blunt: Yes, you are perfectly right, it is not possible to have
an NFSv4-mount /usr, and this is not a bug :-)
