Thanks for the detailed bug report.
I've downgraded the severity to normal, after your comments I don't think that "important" is justified, hostapd wasn't even running because of a configuration error.
Unfortunately, there isn't much that I can do about syslogging when hostapd fails to read properly it's configuration, that is an upstream issue (and judging from the syslog* configuration parameters, a deliberate choice).
Anyway, the init script in 0.3.7-2 (upload pending) checks for a failed start and reports back to the user. You'll have to run it manually though to actually see what the error is.
