Yes, when you run fmtutil-sys --byfmt=xetex as root it tells you in the last line to which location the format is installed. What does it tell on your system? It's easier to debug this with fmtutil instead of fmtutil-sys. On a working system, fmtutil --byfmt=xetex run *as*user* should install into /home/uws/.texmf-var/web2c/xetex/xetex.fmt.
