If I fail to read README.Debian (#287969) and just install watchdog
without loading the kernel driver, it will start without error but
not do much. If /dev/watchdog does not exist, it should really fail
to start and alert the user unless in the configuration I somehow
disabled the writing to /dev/watchdog.
