In the man page for tdl the following section exists:

The full documentation for tdl is maintained as a Texinfo
manual. If the info and tdl programs are properly installed at
your site, the command
info tdl
should give you access to the complete manual.
However no info documentation exists. That section should be removed
from the tdl.1 file. (Or info documentation should be provided. :-)
It appears to have been a copy from another man page that was
generated with help2man. But of course the tdl.1 man page is now a
static copy.
