But *if* it is avaible, shouldn't it be used?

Unfortunately this doesn't work for half-installed packages:
$ sudo dpkg-reconfigure msttcorefonts
/usr/sbin/dpkg-reconfigure: msttcorefonts is broken or not fully
installed

$ dpkg -l | grep mstt
iF  msttcorefonts                   2.0
Installer for Microsoft TrueType core fonts

Why? It's quite a critical thing if you *are* behind a proxy. 
Maybe instructions could be printed in case no single file could be
downloaded? ("No single file could be downloaded. If you are behind a
proxy, please do this and that.")

Anyway, I know how to get this installed (either by manually downloading
or by becoming root and specifying the http_proxy variable), but Joe
User is going to be lost, unless there's another way to get this working
I don't know about yet. In that case, I'd like to know what to try next
:)
