This has been already reported for cotave2.1-forge and I fixed it with this:
* debian/control:
+ Replaced build-dependency on tetex-bin by texlive-generic-recommended,
making the file epsf.tex to be found (closes: #422387)
I am marking this bug wontfix because the octave2.9-forge package will be
eventually deprecated. At any rate, the current octave2.9-forge tarball doe
not compile against Octave 2.9.10, and it will be replaced by the packages
generated using the pkg -> deb mechanism in the future.
At any rate, the bug reported is actually a problem in the texinfo package
(Bug#422518).
