I am trying to build a program with Debian's tk8.4 a program which needs files from the compat directory. Do you think that you could ship it in the /usr/include/tcl8.4/tk-private directory with the tk8.4-dev package? If yes, as I am using Etch, do you think that a backport or an update could be provided? Of course, it there were a workaround, I would be most happy to use it and close this bug...
