The description is automatically generated from upstream's tpm file, collection-latexrecommended.tpm, and in this file there is no problem: <TPM:Description> A collection of recommended add-on packages for LaTeX which have widespread use </TPM:Description> So the solution requires finding who (read: which part of which script) generates the whitespace.
